Goa PCS Exam Pattern and Syllabus
Goa Public Service Commission publishes Goa PSC syllabus 2024 for civil service exam in the GPSC Notification. There are four steps to the Goa PSC selection process: a pre-screening test, a repeat pre-screening test, a screening test, a written test and finally an interview. The Goa PSC syllabus covers a wide range of topics from general knowledge, current affairs, history, politics, geography, economics, science, quantitative aptitude, and reasoning.

Stage I: Pre-Screening Test
GPSC Civil Services (Junior Scale Officer)
The Pre-Screening Test is a single objective-type paper worth 60 marks. Scores from this stage have no bearing on the final merit list.
Exam Pattern at a Glance
The paper has two sections totalling 60 marks, to be attempted in 75 minutes, with no penalty for wrong answers.
- General Intelligence, Reasoning & Numerical Aptitude – 50 marks
- English Comprehension – 10 marks
Section I: General Intelligence, Reasoning & Numerical Aptitude (50 marks)
This section tests a wide range of mental ability skills, including number patterns, verbal and logical reasoning, analogy-based questions, matching and classification tasks, statement-based problems (assumptions, conclusions, cause-effect), letter/symbol series, artificial language, argument analysis, ranking and seating arrangements, word formation, Venn diagrams, family tree/coding-decoding problems, and time-distance calculations.
Section II: English Comprehension (10 marks)
Tests basic reading and language comprehension skills.
Qualifying Cutoffs
- General/Unreserved Category: 65% → minimum 39 out of 60
- PwD/CFF Category: 60% → minimum 36 out of 60
Stage II: Screening Test
This stage evaluates candidates across a broad range of subjects through 75 marks in 90 minutes.
Subject-wise Breakdown
- Indian History & National Movement – 5 marks: Covers the key events and phases of India’s freedom struggle.
- Indian Polity & Governance – 10 marks: Focuses on the Constitution, political structure, Panchayati Raj institutions, public policy, and citizens’ rights.
- Environment & Ecology – 5 marks: Includes topics like biodiversity, climate change, air and water pollution and their impact, and forest conservation.
- Science, Technology & Innovation – 5 marks: Covers startup ecosystems, funding mechanisms (seed funding, venture capital, angel funding), the National Innovation Council, and government-led innovation initiatives.
- Current Affairs – 10 marks: Tests awareness of recent developments at the national and international level.
- Geography – 5 marks: Encompasses physical, social, and economic geography of both India and the world.
- General English & Grammar – 10 marks: Assesses comprehension skills and grammatical accuracy.
- Logical Reasoning & Analytical Ability – 25 marks: The highest-weightage section, testing problem-solving and reasoning skills.

Stage III: Written Test
Goa Civil Services – JSO Written Test (Total: 250 Marks)
Part A: General Intelligence, Reasoning & Numerical Aptitude (50 Marks)
Tests mental ability, logical thinking, and quantitative skills (same topics as the Pre-Screening Test).
Part B: Indian Constitution, Governance & Administration (75 Marks)
This section checks how well candidates understand India’s constitutional framework and administrative setup particularly with reference to Goa. Key topics include:
- Core constitutional elements: Preamble, Fundamental Rights, Fundamental Duties, and Directive Principles of State Policy
- Structure of Parliament and State Legislatures, along with the Executive and Judiciary
- Centre-State relations, legislative lists (Union/State/Concurrent), budgetary processes, and the role of NITI Aayog
- Electoral system: Election Commissions, and the Representation of the People Acts (1950 & 1951)
- Civil services: Role of bureaucracy in nation-building, service rules, training, integrity, and Public-Private Partnerships
- Good governance principles: transparency, efficiency, accountability, Right to Information Act (2005), and oversight bodies like Lokayukta and Lokpal
Part C: General Knowledge & Current Affairs (75 Marks)
This section assesses broad awareness of India and Goa – both historical and current without requiring in-depth subject expertise. Topics include:
- Important current events at the state, national, and international levels
- Freedom movements of India and Goa
- Physical, economic, and social geography of India and Goa
- Religion, customs, and festivals of India and Goa
- Information & Communication Technology, biodiversity, environment, and climate change
- Social movements around corruption, environmental issues, and women’s rights
Part D: English Comprehension (50 Marks)
Evaluates reading comprehension and language understanding ability.
Total: 250 Marks
Stage IV: Interview / Personality Test
This is the concluding stage of the Goa Civil Services (Junior Scale Officer) selection process, carrying 40 marks.
What is Assessed:
The interview goes beyond academic knowledge it evaluates a candidate’s overall personality, including communication skills, problem-solving ability, and general awareness. Specifically, the panel looks at:
- Intellectual qualities – mental sharpness, ability to absorb and process information, and clear logical thinking
- Judgment & balance – how well a candidate weighs different perspectives before forming a view
- Social & cultural awareness – familiarity with Goa’s customs, traditions, dialects, and local affairs
- Leadership & social skills – capacity for teamwork, social cohesion, and taking initiative
- Character – intellectual honesty and moral integrity
Final Merit Calculation:
The interview score (out of 40) is combined with the Written Test score (out of 250) to arrive at a final merit ranking out of 290.
