The UKPSC Combined State Civil / Upper Subordinate Services Examination is conducted by the Uttarakhand Public Service Commission. It recruits officers for various state services including SDM, Naib Tehsildar, Block Development Officer, and other administrative positions in Uttarakhand.

Preliminary Examination
The Prelims is an objective-type screening test with two papers. Only Paper I marks determine the cut-off; Paper II (General Aptitude Test) is qualifying. There is 1/4th negative marking for wrong answers.
Main Examination
The Mains examination is descriptive with 8 papers. The Hindi paper is qualifying; the remaining 7 papers count toward merit. Two GS papers are specific to Uttarakhand.
Interview
The interview assesses the candidate's personality, general knowledge, and suitability for administrative roles in the Uttarakhand state government.
